If you were going to run over the "gubmint" borrowing limit this summer, three months earlier than you thought you would, back when they adopted the last budget, you'd be trying to "conserve" funds, so you don't "tank" bond markets by defaulting on US Bonds, by failing to extend the debt limit (so we can continue to run up massive deficits), and tank the economy, as you approached re-election, right?

These are funds that have been "appropriated" by an Act of Congress, and as Nixon learned, not releasing Congressionally appropriated funds, as called for in the adopted Budget Act, which Trump himself signed into law (he could have vetoed it, but didn't???) is illegal and courts have sided with the branch of "gubmint" that danged constitution said gets to make those decisions, Congress.

It is interesting that these transit and rail funds now apparently being illegally impounded, by Mrs. McConnell at USDOT, are for projects that were approved and appropriated for by the then, Republican majority, in Paul Ryan's last budget...and, as I said, signed into law by Trump.... Maybe, he just forgot that he did that...right?
