The two people most instrumental in creating the Central Stubway you see today are not with us any more.

Maybe Muni was afraid they could not sell cut-and-cover on 3rd & Kearny Sts. Upside it did leave the mezzanine level crossing of Market at 3rd & Kearny available for a Geary line.
