Correct - load testing is a shop procedure to check on the performance of the locomotive as if it were pulling a train. Older locomotives had their main generators linked by cable often looped out the cab window to an external load - I've seen a load box made from a dynamic brake assembly and roof hatch fan that looked like they came from an F7. Newer units can generate the load using their own dynamic brake systems.
