Portland Amtrak Delays ???

On my weekly delivery run to Portland, OR., the local traffic report mentioned problems with the Steel Bridge. The upper deck would not lock down all the way, stopping MAX light rail service. Did this problem also affect Amtrak service on the lower deck ??? The bridge was still broken as of 10 AM. When I drove by on Interstate 5 the lower deck APPEARED to be all the way down. I do know the 2 decks operate somewhat independently of each other, with the lower ( railroad ) deck raising & lowering INSIDE the upper deck.
