I live in California, and consider myself to be a fairly educated person. There are many educated people in California, and it is very offensive to assume that just because we live in California, we are all "dumb".
I don't agree with everything that happens in either Sacramento or Washington, and I certainly didn't support Newsom's (a.k.a. Brown's) HSR project. In fact...most people I've talked to think it was a huge waste of money. The only people supposedly supporting it are in Southern California, and I'm not even sure they are supporting it. The farmers and ranchers in the Central Valley didn't want it either. It was Brown's "pipe-dream" to have a quick and easy way to go from So-Cal to Nor-Cal.
Personally, I would've rather they spent that money on upgrading existing infrastructure (like the UP or BNSF lines) to So-Cal, and possibly offering cities monetary incentives to change their at-grade crossings to grade-separated crossings. That would've made much more sense.
