Is NWP ROW from Novato to Lombard wide enough for power line?

I was thinking if PG&E cuts off southern Sonoma electricity could the NWP property be converted to high tension power transmission line to connect to maybe SMUD? Or to another existing power generating station.

In a related note could PG&E cut off BART power? That would be interesting as at this point I think BART is more powerful politically than PG&E.
