Option 2 is only available for low-income. Up to 225% of the federal poverty level, which in California is mostly below poverty level. Note that the BAR vehicle retirement requirements (written by the legislature, so don't blame BAR's writers) make just about all of the terminology errors possible when referring to that.

While not a rich techie by any means, I don't fit that profile (gainfully employed at more than minimum wage).

Otherwise (via Option 1) it has to fail a smog check.
