You are "misunderestimating" the raw political power of BART at the all-important Party level. Greater than that of the Tejon Ranch Co. Caltrain got lucky with PBCAHSR; without that state intervention and money and gravitas Caltrain would have no electrification and ended killed off by BART-MTC as according to the best laid plans of 50 years.
