I think you are referring to the rule about coupling a passenger car to a freight car equipped with shelf couplers. Couplers with a cast extension on top and bottom, to stop the possibility of vertical separation, are used on tank cars in hazardous material service. I don’t think the tank car in the photo was so equipped.
