Electric Railroading At Sea Level

At one time the Bay area and surrounding region was festooned with electric railroads. Many of these roads had significant amounts of trackage near sea level. I have read about the NWP facing service stoppages during storms when high tides would combine with high winds and reach the rails. Did other railroads have problems of this kind? The NWP's electric interubans used third rail to supply current and I guess catenary system like the SP and Key Route used might be different animal but maybe not?
