Why is CA continuing to spend $ on BNSF Stockton-Merced?

Now that the new long term plan is to run ACE and Sacramento trains to Merced via the UP line. Why not redirect the planned San Joaquin improvement funds to these UP lines. Better yet, why not build a separate passenger line in the UP ROW. Combine all service on this lline instead of 2 routes a few miles apart. Anything they put into the BNSF now for the San Joaquins is just going to turn into sunk pork for BNSF in a few years.
