Not a true passenger unit, just a dual-service unit with 62:15 gearing and a steam generator (the exhaust stack is visible on top of the short hood in the photo you shared), which along with dual controls was a common feature in many Burlington GP7s, GP9s, SD7s and SD9s.
According to a 1970 roster, this unit no longer shows being equipped with a steam generator by that date, either having been removed or retired in place.
