Why some many flat spotted wheels on Caltrain

Been noticing more and more cars and locomotives at Caltrain are afflicted with flatspots. Rode one train and all six gallery cars plus and F-40 had flat spots. Are they not turning wheels no more? Or are the deferring maintenance in hopes they get the new Stadler MU’s soon?
