You just contradicted yourself. Just an FYI, Siemens and Alstom make train-sets that are designed for speeds of 350kph. Alstom train-sets in Italy travel at 350kph. Spain, Japan, Korea and China also have trains that travel above 200mph (steel wheel on rail).
Plenty of equipment around the world that can travel at CA HSR design speeds. No need to put it out to bid just yet. Close though
