When the SP operated the commute service, it wasn't a "request" but a City Ordnance which applied to all trains (frt and psgr). Many cities had these things (Dixon was 25 in the early 1950s), but they disappeared in the 1980s/1990s after the State Legislature passed a law prohibiting the practice.
