Regarding spending priorities, what you say may be true. But the Town went back on its promise to take the engine (also known as "reneging"). If the town could not afford to display it, then they should
not have accepted it in the first place.
Per the quote below, BNSF executives are now annoyed with the town of Skykomish and intend to scrap the locomotive out of spite rather than give it to another museum. PSR (Precision Scheduled Revenge).

As it turned out the town of Skykomish refused it and the hobby group did not want it. We contacted BNSF and they refused to move it for us. The were upset at the town so they simply said they were going to scrap it.
