Looks like Rio is saying not much jumping the gates but that seems doubtful.

Brasil is trying very hard to break out into the first world but clearly not easy. Still Sao Paulo in particular being very flat seems a perfect candidate for light rail altho it has plentiful petroleum and has lots of auto traffic with which to contend and conflict. The soil is so red it looks like Mars.
