As for the stations - Sacramento decreed a few years ago that light rail stations not on public streets are "paid areas" where the transit police can ask for proof of payment (just like on the trains) at any time, and run off people who don't have it or are otherwise causing problems. San Diego has used a similar setup for a long time. While there's obviously not enough police staff to deal with all issues, they at least have the power to do something now if they see it or are called (RT has an app that can be used for that, which can take a picture and location and send it to the police). And word seems to have gotten around - incidents at the stations and on the trains are down significantly - though that might also be because of reduced ridership. They've also been running the nutcases off the trains (and some buses) when they bother people.
