Those initials are taken by the Fairfield Area Rapid Transit, which runs (or used to) commuter "club" buses into SF.

That interpretation is also why the local Fresno buses are "Fresno Area eXpress" - FAX. FAX yourself across town. You might get there some time today (though I understand they've made some improvements on the Blackstone line).
