Eastside Freight Railroad (Woodinville, WA)

Passing by the Woodinville wye today, I noticed an ex-UP MP15 unit sitting outside the Eastside Freight Railroad enclosure. Anyone know the reason? Has the SW broken down again or is it being replaced.

Also noticed the BNSF Goldbar Turn left maybe 9 bulkhead flats loaded with lumber/wallboard on the Snohomish wye for EFR's main customer in Maltby. Are they now bringing in several weeks worth of cars or is there a big surge in construction going on?
