UP passanger cars in Oakland

On my commute to San Francisco, I can see at least 6 UP passenger cars just sitting on one of the many tracks of the Oakland bowl. Just wondering as to why they would be stored in Oakland? Is Oakland the only yard where these types of cars and be worked on? Or is it something more mundane?
