Or not, since they own them already and always have.
Those cars have nothing to do with IPH and never have.
UP always stores some of it's fleet in Oakland over
the winter months.

The UP Passenger car shop in Council Bluffs ("Heritage
Park") was built too small to hold the entire UP fleet
indoors. It was too small from the day it was built,
and since then, UP has bought or restored several more
cars. With no intention of enlarging the Bluffs shop,
they send the overage to Oakland, as they have done
every year since the merger.
