Worse Mouse, it would seem, from actually reading the article (something you often seem to fail to do when your busy coming up with your clever "titles" which are needed to explain how this is all part the vast BART conspiracy to us) that a lot of folks seem to like the idea.

This is significant urban acreage in a built out environment. Large open parking lots are generally lousy neighbors. And, air rights over parking, or replacement of lost parking with a parking structure, is perfectly doable and needs no vast BART conspiracy to explain. In this case BART just happens to own the parking lot in question.

This MOU to build housing even sounds a bit sensible, as traffic patterns and parking for both householders and transit patrons, mesh well. This allow for the use of shared parking on site (householders park at night, transit users mostly park during the work day). With proper "parking management" techniques to manage and share that on-site parking resource, this can even cut per unit development costs, making housing more affordable.
