In this instance most likely means the locomotive daily inspection, also required by FRA, with a card or slip in the cab to be marked with the date, time, location and signature of the employee performing the inspection.
If the locomotive has not had a daily inspection for 24 hours, it can't leave a terminal unless dead or getting a daily inspection prior to departure.
