I think the article states that traffic from Mexico and the petro-chemical traffic along the gulf region continues to grow despite UP's resistance to foster it. I think that's the double talk: UP does not want to increase capital expenditures on rail yards and sidings if PSR is supposed to drive away business, yet that's not happening in Texas and Louisiana.

I understand that BNSF has a hell of a time getting their manifests to Eagle Pass. UP is plugged and trains tread every siding.
