Do they have a time table or dispatching yet? I thought they were trying to run it all as yard limits with all operations at restricted speed, or some other very basic level or track authority.
For the millions and millions of public $$$ the port has received, it does not seem to be in very good shape, would they have been better to abandon like the Port of Tillamook Bay did?
What upgrades to the roads could have been done for that money(how much, 100M plus) to truck to Eugene to re-load. (I realized you can't just magically move that money to roads, and much would not have been available for that).
It sounds like a public transit system where 65-80% of the cost need to be paid from something other than the "operating revenue" collected.
