The author claimed they couldn't add another boat to an overcapacity rush hour because there's not enough mid-day demand to keep the additional crew working. I only skimmed the article after that, but is he unaware of split shifts? Commuter rail uses those. Morning inbound, layover off duty with compensation, evening outbound. Do maritime regulations prevent this?
