Per the TRP / Cary F. Poole book CF-7 Locomotives: From Cleburne to Everywhere, Santa Fe balked at the 1970's price of new Geep power for secondary & branchline service. They set a limit of $60,000 per unit for the F - to - CF conversion; Cleburne Shops did them for around $40,000 apiece. This explains the re - use of the basic round - roof cab on early units.
