SP hatchet man in the 1990's?

This retired signalman (Mark M.) from Bakersfield recalls an SP executive who made big cuts in the workforce in the 1990's. He says things started to fall apart after that, so they had to hire people back afterwards. Would he be refering to Dick Davidson and the SP/UP merger meltdown?

The video is about PSR and the UP, but he talks a little about SP starting at 4:15...
