A dark signal OR a signal that cannot be seen clearly are to be treated as displaying the most restrictive indication the signal can display. In this case, STOP. If they can't see it, or clearly see the aspect, they have to approach the signal prepared to stop before they pass it.

Plain and simple. Seeing another train and assuming it will clear up before you get to the signal is just asking for trouble.
