The idea is to take advantage of small, uneconomical passenger lines by providing vehicles half way between trams and traditional trains (in particular existing regional trains, TERs). 77 tons versus 130 tons, top speed of 100 kph versus 160 kph, and 30% cheaper to buy and operate.
