I recall the FRA lighting rules were the same as the FMCSA rules for trucks: " If the light is installed on the vehicle - it MUST BE OPERATIONAL". This applies to DOT / FMCSA mandated lights ( head, brake, turn, license plate, hazard ), but ALSO to any accessory lights not required but installed by the owner or operator of the vehicle.
