While not as involved, the cheap-ass class 1 American railroads have similar procedures for crossings on branchlines and industry spurs, and sometimes even the main line, where automatic crossing protection devices have consistently failed.

They put it out as a semi-permanent mandatory directive to stop and protect such crossings, rather then spend the time to actually diagnose and fix the automatic crossing devices.
