So it's hosted by Amazon Web Services. Your point? They are just one of the largest cloud computing providers out there. In fact, the Surface Transportation Board's website is hosted by Centurylink, but its decisions and filings are on an AWS server; while the FRA is hosted by AWS's cross-town rival Microsoft.

Again, look at the copyright notice at the bottom of the website...I'm pretty sure that WSDOT would sick a lawyer at some railfan posting a fake copyright notice.
