In opposing Amtrak funding, McCain was not a "swamp animal," he was a swamp drainer.
I never cared for the idea of draining swamps, literally or figuratively. Swamps are incredibly diverse ecosystems supporting all kinds of wildlife and, accordingly, need to be preserved, not drained.
I view "draining the swamp" in the context of Trump's 2016 presidential campaign which was to make huge cuts in federal spending and rid the federal workforce of subject matter experts. This includes proposals to severely cut Amtrak's network (Trump's 2017 "skinny budget" would have eliminated funding for all long-distance Amtrak trains) and Trump's disbanding of the National Security Council pandemic team which could have lessened the effects of coronavirus.
