No, the engineer in the photo is Karl Koenig. When Karl and the other five original members started the Pacific Locomotive Association, the #6 became the organization's emblem. Also, the PLA's first newsletter was a publication by Karl called "Pacific News." A few years later it became a stand-along magazine.
