Lots of California PBS stations play (and replay and (rereplay and...)) California's Gold. It's a great filler for those time slots where hardly anybody's watching and anything else would be too expensive. I presume that if the shows are available for free from that archive, then rebroadcast licenses for nonprofits (i.e. public television stations) should be quite affordable.
