The ban on plain axle bearings only applied to interchange. Railroads can move equipment on their own rails at their discretion. See the hospital trains for the PLA, GGRM and WPRM for examples of SP and UP moving equipment after the "ban". The interchange ban did not take affect until the early 1990's (phased in for different equipment).
