As follow up as to why the unit (UP 1407, ex SSW 7654) was allowed to burn, the report is that the lead fire folks on scene were told it was a diesel-electric locomotive. We know what that means, but to fire folks, it meant Tesla style car batteries, so no water. Time for the UP (or BNSF) to bring back the fire safety train for some training in Phoenix . . .
