Sure, nothing new.

Environmental Justice is supposed to be a considered aspect of planning any transportation project that uses federal funds. Some states have similar regs for state funded projects.

That said, as a former transportation agency employee responsible for environmental clearance and compliance, I can assure you that it's not much different than any other "impediment" to road (or public rail) construction.

A National Register listing won't save a structure, Section 4(f) won't save a park, and poor or minority folks living in the way won't generally alter selection of a preferred alternative's routing. There are exceptions but few and far between.

Just one of the myriad reasons I'm a "former" employee...
