The quote is correct. Once Bernal Ave. was reconfigured to allow the road to pass under the UP main, the ability to re-install a grade crossing at the ex-SP r.o.w. went away (the road is now 7 lanes wide with an island). Original plans called for the NCRY to run to the old Pleasanton depot. Current plans are to have a run-around track and (maybe someday) boarding area just prior to Bernal. Prior to Bernal Ave. is Junipero Rd. (IIRC), which already has a nice concrete panel crossing in place. Between the two road crossings is a senior center with a private golf cart path across the railroad grade. In the past the senior center residents were not much in favor of having trains in "their" backyard.
