This is simply not the case. The goal is for short term gains. They are short of Carmen system wide. The Carmen that are left are under major time restrictions to get the work done.

If you haven't noticed a lot of department heads that were there pre PSR days have been shown the door. Due they would not go along with the plan Mr PSR set forward. So all the departments have been front loaded with "yes" employees that will do what they are told. Regardless the outcomes. If the railroad gets sued then so be it they will all be gone by then and someone else will have to deal with it.
