It seems they're planning two new bridges, one on each side of the present one. One three-track fixed bridge, NW of the present one, and a two-track bridge SE of the present one, with a span that lifts 10 ft to match the clearance under the fixed bridge.

They could build two fixed bridges, except they want one track to stay low enough to connect to a maybe-someday new passenger yard SW of the river.
