Those aren't steering wheels, they're handbrakes. Before the advent of the Westinghouse Air Brake, someone would have to walk on top of freight cars and manually pin the brakes down for downhill runs. These wheels are still on new freight cars so they can safely sit on a grade without a locomotive having to serve as a stopping block.
