Kevin Mannix was part of a a group that was vying to build a intermodal facility at Brooks, Ore. Called the Oregon Port of Willamette www.portofwillamette.com

Maybe this is just a small foot in the door to becoming a rail baron and building a empire for him.

The map that was submitted with the application for Common Carrier status to the FRA only shows the track up to the Temple parcel. So perhaps the good Reverend decided the track was not needed or secured trackage rights over it when sold.
