Oregon Independence Railroad

Perhaps someone else already posted this (it is 10 days old) but there is a STB filing for a "new" railroad in Oregon. Looks like it operates a short section of the old Valley and Siletz trackage in Independence. What is the benefit to the shipper to do this rather than just be served as a customer of P&W? Thanks,
