Misleading headline

They did not dismiss complaints, an investigation found that in both cases it was the actions of both people who were killed resulted in the accident. You cant fix stupid or drivers who are on the wrong side of the road. Plus these are all quite zones which negate the use of the horn until it at times to late to sworn or stop.
