Care must be taken in bad weather to make certain nothing happens to passengers. Lawsuits would be huge if something were to happen if the choice was made to run into a massive snowstorm. Get stranded in a snow drift and someone cuts a finger or gets frostbite or worse, it would create a legal nightmare in a hurry---eventually everyone on the train would be involved.
