In general, you're correct. Highway shoulders are not designed for normal traffic loads. They can be, though, and with enough money they can be rebuilt. Santa Cruz is doing that on Highway 1 between certain interchanges. Also requires widening the shoulders, if what's there is old (4-8' wide); 10-12' shoulder width is necessary.
