Thumbnail photos look like it's American Railroads/Southern California Railroad 2000 which switched USG at Plaster City for years, until they lost the contract. It is a straight GP40, not a Dash-2.

I've heard from a couple different sources than Matt Munson (sp?) was establishing a shop somewhere off the CCT, so short term leases/break in runs shouldn't be a surprise.
